BotChii.minitokyo.net is simply a member account (which is banned by the way), and thus has no administrative/moderator privileges, which means this member could not have deleted your scans or wallpapers. It just so happens that the names are the same - so please do not confuse one for the other.

For a real answer to your question, please visit Complaints: deleted images, warnings, bans. tand inquire there instead.
